Guidelines for Distribution of CCIC Good Samaritan Funds

1. Members of CCIC congregations should contact their own pastor and express need for help. Their pastor will then contact the Good Sam treasurer on their parishioner’s behalf.

2. People who are residents of the Cannon Falls area but not associated with a congregation shall be directed to contact the Good Sam treasurer. Identification such as a driver’s license shall be asked for as proof for local residency. If a person is not a local resident, refer to the procedures outlined under #6 or #7. Please do not send people to our residences. We will meet people at the church.

3. A given person/family may be helped once per year. The purpose of the Good Sam Fund is to provide emergency help in times of crisis. The intent is not to provide ongoing monthly support.

4. Except under extremely unusual circumstance (e.g. house fire) the maximum any family or individual may be helped in a given year is $300.

5. To insure accountability, no one shall be given cash. The treasurer will only make payments towards a utility bill, rent, car repair, etc. Or arrange for credit for items such as groceries.

6. Payment for food assistance should be made with the local grocery store.

7. People who are not residents of the Cannon Falls area will be directed to go to the Cannon Falls police department for help. Non-residents should not receive help through pastors or the Good Sam treasurer directly. The reasoning for this is as follows:

a. Contacting the police department helps insure that we are helping honest law abiding citizens. (e.g. we do not wish to provide gas for someone driving a stolen car.)

b. Directing non-residents to be helped through the police department eliminates the possibility of “double-dipping” – canvassing more than one congregation/pastor for help.

c. Directing non-residents to the police department helps insure the personal safety of pastors, the Good Sam treasurer, and their families.

d. A police officer and dispatcher are on duty 24 hours per day.

8. Good Sam funds are provided by CCIC churches, local individuals, and organizations. Primary use of these funds is intended for residents of this area. Therefore the police department shall be directed to help non-residents under the following restrictions:

a. Arrange credit for a meal at the Cannon Ball/Barbara Jean’s Restaurant.

b. Arrange for one nights lodging at the Caravan Motel.

c. Arrange credit to a maximum of $15 for gas at a gas station (Cannon Ball).

d. Non-residents may only be helped once per year. A record of those assisted will be kept on file.

9. The police department will direct bills resulting from the assistance of non-residents to the attention of the Good Sam treasurer.
